NCRR's Division for Clinical Research Resources provides funding to biomedical research institutions to establish and maintain specialized clinical research facilities and clinical-grade biomaterials that enable clinical and patient-oriented research.

NCRR's Science Education Partnership Awards are designed to improve life science literacy throughout the nation.

NCRR's Division of Research Infrastructure supports programs to enhance the competitiveness of investigators in underserved states and institutions and also provides funding to build, expand, remodel, or renovate research facilities throughout the nation.

NCRR's Division of Biomedical Technology supports research to develop innovative technologies and helps make them accessible to the biomedical research community.

NCRR's Division of Comparative Medicine helps meet the needs of biomedical researchers for high-quality, disease-free animals and specialized animal research facilities.

Core Facilities Management and Utilization

The Efficient Management and Utilization of Core Facilities

Core facilities funded by the National Institutes of Health (NIH), as well as other federal agencies, are increasing in number, complexity and cost. At the same time, there are academic institutions that are in need of the services of core facilities but cannot readily access them. To address these issues, NCRR has taken a number of steps, beginning with soliciting specific concerns from the extramural research community, convening a widely-attended conference to explore the issues in greater detail and creating a working group to consider follow-up actions.

Meetings

July 14 – 15, 2009 - NCRR and the NIH Office of the Director's Office of Extramural Research (OER) convened a two-day meeting in July 2009, entitled, “The Efficient Management and Utilization of Core Facilities” to address the issues of cost efficiency, management and access. The agenda was guided by the responses to the Request for Information (NOT-RR-09-003)external link, opens in new window that NCRR issued in February 2009. Participants discussed: finding and accessing core facilities, government policies governing managing and reporting, managing core facilities, training core directors and quality improvement.

Future Steps Under Consideration

The National Center for Research Resources has begun steps for addressing many of the concerns raised by scientists and administrators at the July meeting. They include plans for:

  1. Issuing a Funding Opportunity Announcement to develop course materials for training core directors in the business aspects of core management

  2. Activity to provide start-up funds for a national registry of core resource facilities

  3. Issuing a small business-targeted Funding Opportunity Announcement to develop software to aid in the centralized management of core facilities

  4. Exploring methods for NIH/NCRR to facilitate core consolidation in institutions interested in achieving improved efficiencies

  5. Organizing an NIH/OMB working group to develop best practices for interpreting OMB Circular A21
