Major Changes in the Fiscal Year 2010 Budget Request

The major changes by budget mechanism and/or budget activity detail are briefly described below. Note that there may be overlap between budget mechanism and activity detail. These highlights will not sum to the total change for the FY 2010 budget request for NCRR, which is $25.781 million more than the FY 2009 Estimate, for a total of $1,252.044 million.

Research Project Grants (+$5.102 million; total $73.622 million): NCRR will support a total of 132 Research Project Grant (RPG) awards in FY 2010. The FY 2009 NIH RPG budget policy is to fund the full committed levels for noncompeting awards and increase the average cost for competing RPGs by 3 percent. The FY 2010 NIH RPG budget policy includes a 2 percent increase for inflation for noncompeting awards. FY 2010 noncompeting RPGs will increase by 22 awards and $6.309 million. Competing RPGs will decrease by 6 awards and $1.759 million. SBIR/STTR awards will increase by 2 awards and $0.745 million.

Clinical Research, Research Centers (-$14.653 million; total $398.101 million): While NCRR will continue to expand its support of the Clinical and Translational Science Awards (CTSAs) program, NCRR will support fewer General Clinical Research Center (GCRC) awards in FY 2010 as these grants end or convert to CTSAs. In addition to the $395.976 million funded for the CTSA/GCRC program in the Clinical Research, Research Centers mechanism, $45.772 million is funded in the Other Research, Research Careers mechanism.

Other Research, Research Careers (+$26.006 million; $54.085 million): NCRR will fund CTSA research career grants previously supported with NIH Common Fund for Medical Research because the contribution from this funding source continues to decrease each fiscal year. It is anticipated that FY 2012 will be the last fiscal year the Common Fund/Roadmap for Medical Research will contribute to the CTSA/GCRC program.
